There are quite many implementation of VNC clients on PocketPC, I found this one powerful (but not quite usable..) since it supports landscape, full screen and fit to screen:

Taking advantage of .NET framework (get .NET Compact Framework 1.0 SP3 for PocketPC here), the single binary runs on both Windows desktop and PocketPC.
